TTCL Launches Phase Two of Fibre-To-The-Home FTTH Project, Targeting 400,000 Home Passes

Tanzania’s Minister for Communications, Angellah Kairuki, has launched Phase Two of TTCL’s Faiba Mlangoni Kwako fibre-to-the-home (FTTH) project, targeting 400,000 additional home passes after Phase One reached 280,000. Tanzania’s internet subscriptions have reached 62.8 million, though fixed fibre home connections stand at only 178,904.

The Minister for Communications and Information Technology, Angellah Jasmine Mbelwa Kairuki, has directed Tanzania Telecommunications Corporation Limited (TTCL) to accelerate its Faiba Mlangoni Kwako fibre-to-the-home (FTTH) rollout.

She made the call during the launch of the project’s second phase on 21 August 2026, which targets 400,000 additional home passes.

Kairuki stressed that the internet reaching citizens must come with affordable pricing, reliable connectivity and quality customer service.

She said the project’s success should not be measured by the number of buildings passed alone, but by the number of citizens actually connected and benefiting from the service.

The Minister asked TTCL to extend the service to homes, business areas, industries, schools, colleges, health centres and government offices by simplifying registration, cutting connection times and improving network quality and the speed of resolving customer complaints.

Kairuki set out the benchmarks she expects the corporation to be judged against.

“Performance metrics should consider connected customers, connection time, actual speed, service availability, complaint resolution, customer satisfaction and return on investment,” she stated.

She described high-speed internet as a tool for production, knowledge and income generation rather than a luxury, urging citizens, traders, youth and students to use it to access education, markets, government services and digital economy opportunities.

The project forms part of the implementation of the National Development Vision 2050, which targets at least 70% of citizens using ICT and more than 80% of government services being available digitally by 2050.

Data from the Tanzania Communications Regulatory Authority (TCRA) for the quarter ending June 2026 shows internet subscriptions reached 62,793,986 and data usage reached 1,041 Petabytes, while fixed fibre home subscriptions stood at only 178,904.

The first phase of the FTTH project reached 280,000 home passes, with the second phase aiming to add a further 400,000.

In her closing remarks, Kairuki called for the second phase to be faster, reach more customers, and offer better service and cheaper packages, while urging citizens to protect communications infrastructure against theft and vandalism.

TTCL Faiba Mlangoni Kwako Fibre Project

The Faiba Mlangoni Kwako (Fibre to Your Doorstep) initiative began as a countrywide fibre-to-the-home project worth about TZS 40 billion (around USD 20 million) to connect individual buildings directly with high-speed internet access.

The programme has since expanded as Tanzania’s broader telecom subscriber base soared to 54 million, a 107% jump.

Fixed fibre broadband remains a small segment of the market, with 4G technology dominating Tanzania’s internet market and the FTTH sector still in its infancy at only 83,000 users, though it shows rapid subscriber growth.

State-owned TTCL holds a mere 3% share of the wider internet sector despite spearheading the national fibre project, trailing Vodacom at 32.8% and Axian at 28.8%, and it ranks third in the fixed-internet segment behind Airtel and Vodacom.
