PPPC
The Tanzania Public-Private Partnership Centre (PPPC) is a government institution responsible for coordinating, promoting, and facilitating public-private partnership (PPP) projects in Tanzania, with the objective of mobilising private sector investment in public infrastructure and services.
Operating under the Ministry of Finance, the Centre serves as a one-stop institution for PPP project development and implementation.
The PPPC became operational in January 2024, following reforms to the Public-Private Partnership Act, Cap. 103, initially enacted in 2010 and subsequently amended to consolidate the government’s PPP coordination and financing functions.
PPPC Mandate and Functions
The PPPC is responsible for facilitating the identification, preparation, appraisal, procurement, implementation, and monitoring of PPP projects in Tanzania.
Its principal functions include supporting public contracting authorities in preparing feasibility studies, evaluating project proposals, assessing financial viability and risks, and managing procurement processes.
The Centre also provides technical assistance to government institutions, promotes PPP investment opportunities, facilitates engagement with private investors and financiers, and supports capacity building in PPP project development.
The PPPC manages the PPP Facilitation Fund, which supports project preparation, viability gap financing, capacity building, and the Centre’s operations.
PPPC Strategy and Tanzania Development Vision 2050
Tanzania Development Vision 2050 identifies the private sector as a driver of economic growth and investment, with public-private partnerships among the financing mechanisms intended to support the country’s long-term development objectives.
The Vision calls for increased private sector participation in economic development, while the government focuses on creating a conducive policy, regulatory, and institutional environment for investment and providing public services.
Under Tanzania’s Fourth Five-Year Development Plan (2026/27–2030/31), infrastructure investment requirements are estimated at TZS 477 trillion, of which approximately TZS 334 trillion, equivalent to 70%, is expected to come from private capital.
Within this framework, the PPPC’s strategy focuses on accelerating PPP project development, streamlining approval procedures, strengthening institutional capacity, and mobilising private capital for infrastructure investment.
The Centre’s priorities include converting projects under preparation into financially closed agreements and operational infrastructure, while strengthening project preparation and procurement procedures.
Its stated vision is to become a centre of excellence in accelerating PPP investments for sustainable socioeconomic development.
PPPC Projects and Investment Opportunities
The PPPC facilitates a pipeline of projects across transport, energy, water, aviation, logistics, and urban development.
According to the Centre’s September 2026 project update, major PPP projects under preparation include:
- Lake Victoria–Dodoma Bulk Water Pipeline: USD 5 billion project at the pre-feasibility stage.
- Dar es Salaam Metro Rail: USD 2.5 billion urban railway project covering the Posta–Tegeta corridor, undergoing revised feasibility studies.
- Kikonge Hydropower and Dam: USD 738 million project with planned generation capacity of 321 MW.

- Rumakali Hydropower Project: USD 634.5 million project with planned generation capacity of 222 MW.
Projects at more advanced contracting or implementation stages include the USD 1.4 billion rehabilitation and operation of the Tanzania-Zambia Railway Authority (TAZARA) under a 32-year concession and a USD 116 million programme to establish nine motor vehicle inspection centres.
The PPP Centre publishes its project pipeline, calls for expressions of interest, investment opportunities, and tenders through its official website.
PPPC Leadership and Governance
The PPPC is headed by Executive Director David Kafulila, who assumed office in January 2024 as the Centre’s first Executive Director.
He previously served as Commissioner for Public-Private Partnerships under the Ministry of Finance, following his appointment in January 2023.
The Centre’s management structure includes directorates responsible for project development and appraisal, legal services, and corporate services, alongside specialised units covering finance, procurement, planning, monitoring, and public relations.
